Meet Our Executive Management Team

At Caledonia we have a highly dedicated and customer focused team of nearly 200 people. Our team members aim to achieve their best for our tenants and other customers through our ‘Keep it Simple, Keep it Personal, Make it Right’ approach.          

Our experienced Executive Management Team provide support, guidance and leadership for our team members. They also work closely with our Management Board to ensure that we stay on track with the achievement of our strategic aims, provide excellent homes and services and maintain Caledonia’s position as one of Scotland’s leading providers of affordable housing.  

Julie Cosgrove

Chief Executive

Julie has been the Chief Executive of Caledonia since our formation back in 2011 and has overseen a period of significant growth and transformation in the period since.  Julie leads our Executive Management Team and works closely with our Management Board to provide the leadership and strategy development that is key to delivering high standards in the services that we provide as well as strong business results.  

Barry Johnstone

Director of People and Governance

Barry joined the Caledonia Executive Management Team in 2014. He has a wealth of experience in the social housing sector as well as being a fellow of the Chartered Institute of Personnel Development.   Barry’s key focus is on developing our people, culture and governance to drive strong business and customer performance.  Barry’s responsibilities include; human resource management, organisational development, health, safety and wellbeing, governance and procurement.

Jill Fraser

Executive Director of Operations

Jill Fraser joined the Caledonia Executive Management Team in October 2024.  Jill has held a number of senior operations roles across the UK and Australia and has an extensive and successful background in strategic leadership, business strategy, programme management and transformation. Jill’s responsibilities include: customer service, new build development, investment and regeneration, and support services.

Peter Fotheringham

Executive Director of Finance

Peter Fotheringham joined the Caledonia Executive Management Team in October 2024.   Peter is a Chartered Accountant and has held a variety of director and senior financial positions within a number of large organisations throughout Scotland.  Peter is responsible for finance and treasury management, IT and business improvement.
