Our procurement approach is guided by principles of value for money, regulatory compliance, responsible resource use, and strong supplier relationships. We prioritise sustainability, diversity, innovation, and health and safety in everything we do—ensuring procurement is a strategic driver of positive impact.

Our Procurement Strategy

Our Procurement Strategy supports our Procurement Policy and aligns with our organisational vision. It focuses on six key objectives:

  1. Sustainable Procurement – Embedding ethics and sustainability in all procurement practices.

  2. Compliance and Governance – Ensuring adherence to regulations and our Group Procurement Policy.

  3. Strategic Sourcing – Leveraging purchasing power to achieve value for money.

  4. Supplier Management – Strengthening supplier relationships through risk management and performance monitoring.

  5. Technology Adoption – Streamlining processes with e-procurement tools for efficiency and real-time visibility.

  6. Training – Equipping staff with essential procurement skills.

 

Procurement Opportunities

We are committed to transparency and equal access in our procurement process. All contract opportunities exceeding £50,000 for goods or services and £2 million for works are advertised publicly on the Public Contracts Scotland (PCS) Portal, in line with legal requirements.

For non-regulated contracts, where appropriate, we use the PCS Quick Quote platform to invite competitive bids from registered suppliers.

We encourage all suppliers interested in working with us to register on Public Contracts Scotland to ensure visibility of relevant opportunities.

Freedom of Information Requirements

Along with all other Scottish Registered Social landlords, we are required to comply with the Freedom of Information (Scotland) Act 2002 (“FOISA”) and the Environmental Information (Scotland) Regulations 2004 (“EIRs”). These give our tenants and members of the public a right to ask for information about our activities, performance and decisions.

Information that we receive from bidders during procurement exercises or that we hold about our contractors and suppliers may need to be disclosed in response to a request for information. In general, information will be released unless it is covered by a legal exemption. This could also be the case where information is commercially sensitive.
